Why a wedding garter?

During a wedding reception, the groom usually slips the garter off his bride. He then tosses the garter to a group of bachelors. The bachelor who catches it is believed to be the next to wed. What does this stand for? I've been told that it means the groom is saying goodbye to his bachelor life and passes on his good luck of getting married to another.
I wonder if the bachelors really know that. And if they knew so, would they be as ecstatic to catch the garter?
